CITRUS BLACK SPOT GUIGNARDIA CITRICARPA

Citrus black spot is a fungal disease caused by Guignardia citricarpa. This Ascomycete fungus affects citrus plants throughout subtropical climates, causing a reduction in both fruit quantity and quality. Symp toms include both fruit and leaf lesions, the latter being critical to inter-tree dispersal. Strict regulation and management is necessary to control this disease since there are currently no citrus varieties that are resistant.

Website 5 countries : • The EU has published the website on which the link/ website of the 5 countries (overview of PUCs) is or will be placed: control measures (europa.eu) • Scroll down this website to: “The EU has tak en emergency import measures for the following pests” • Subsequently, under “Phyllosticta citricarpa” (= CBS) the 5 countries are named: Argentina, Brazil, South Africa, Uruguay, Zimbabwe • Update countries: - South Africa : link named (on the relevant website there is a button in the top left to export the list to Excel) - Zimbabwe : PDF document submitted. EU has asked Zimbabwe to replace it with a link - Argentina : existing website, but not yet public (username/password required). EU has requested Argentina to send a link without login details - Brazil & Uruguay : no link sent to EU yet

Important obligations based on the new emergency measures (EU) 2022/632 • Mention on phyto certificate: - the date of the last inspection - the number of packages from each site of produc tion - the relevant traceability codes (overview PUCs or other code) - Additional Declaration: “The consignment com plies with Annex …. of Commission Implementing Regulation (EU) 2022/632” - (Annex number differs per country: Annex I: Ar gentina, Annex II: Brazil, Annex III: South Africa, Annex IV: Uruguay and Annex V: Zimbabwe) • Importer’s obligation: the importer must check the lists (third country websites) and may only of fer shipments for import inspection of traceability codes (PUCs) that are on the list. • The NVWA document “additions” has been amend ed with reference to the new emergency measure (EU) 2022/632 • Bookmark: from page 24 are the Citrus captions (Argentina: page 27 / Brazil: page 28 / South Africa: page 37 / Uruguay: page 45 / Zimbabwe: page 47)
