Bacterial blight.
PHOTO 141. Characteristic of bacterial blight is delayed bud burst and shoots with short internodes, while no bud burst and early dieback of shoots after bud burst are common. Shoots with short internodes must not be confused with dead-arm disease. Also note that leaves have been eaten, but such damage obviously has nothing to do with bacterial blight.
